- CALL TO ORDER–The meeting was called to order on Friday, Oct. 23 at 0837 at Yuba County Airport, CA.
- ATTENDANCE–Individuals in attendance were as follows: James K. Bonner, Les Sanders, John Morral, Sally Morral, Stephen Heter, Randy Page, Mike Voight, Rick Robinson, Mike Davis, Jim Callaghan, Daryl Katcher, Tom Sherman, Dalan Reese, David Lane, David McCreary, Chris Mahurin, Gill Wright, Mary Hansen
- APPROVAL OF AUGUST 14, 2015 REGULAR MEETING MINUTES:
Motion by James K. Bonner to approve the August 14, 2014 Regular Meeting Minutes as presented, 2nd by Les Sanders.

- Non-Profit Registration Status:
Mary Hansen gave an update on the non-profit status of NCAI. The non-profit has been issued a tax identification number. An adjustment to the Articles of Incorporation was needed to finalize the non-profit status with the IRS. The adjusted Articles of Incorporation have been submitted, and approval is pending.
- Board Member Vacancies:
Discussion about expanding board membership. Must maintain odd number of board members and goal is to have a balance between representatives of education and aeronautics industry partners. It was suggested to reach out to an airlines and aircraft manufactures for future vacancies.Motion by Chris Mahurin to add Dallan Reese and Mary Hansen as NCAI Board Members, 2nd by Les Sanders.Approved 5/0
- Build an Airplane Program for Students:
Committee met to research and explore the options and feasibility of a Build an Airplane Program for students. Dallan Reese presented the committee recommendation to move forward with the program. Handout included, “NCAI Student Airplane Build Project – 5 October 2015.” The recommendation is to complete the RV12 project in stages, which will create commitment timelines from participants and stretch the funding requirements overtime. No additional organization (ex. Eagle’s Nest) is needed to move forward. Mary Hansen offered hanger space at Yuba County Airport at minimal cost, or by donation. Program will be offered through NCAI and the opportunity will be shared with local youth. Resale of airplane will hold the majority of value to enable purchasing of another kit. Discussion about needing donors/donations for project. Committee believes a realistic timeline is to begin the first stage of the project in September 2016.Motion by Dallan Reese to pursue funding to establish Youth Build A Plane program, 2nd by James K. - Pilot Training Pathway & Scholarship Program:
David Lane gave a presentation and created an outline to guide the development of scholarship program through NCAI. Handout included, “Outline for NCAI Scholarships.” Discussion that a scholarship program is needed and an important goal of the NCAI to support youth towards aerospace careers.
- Business Plan & Website Development
David McCreary has created a draft website for NCAI. Website address is norcalaerospace.org. The website can house word documents. Facebook page will be developed as well.Discussion about the need for a Business Plan to be created. The Business Plan would encompass the vision of NCAI and include a description of the NCAI Scholarship Program and the Youth Build a Plan Program. Committee created to include Mike Davis, David Lane, James K. Bonner, Les Sanders, Mary Hansen, and Chris Mahurin.
- Grant Development Committee
Mike Davis discussed the importance and feasibility of securing grant funding for NCAI. NCAI Business Plan will be needed to begin pursuing grants.
- SB 747 Status
Mary Hansen shared that SB747 is in suspense until January. California Aviation Day will be a day for advocacy in support of SB747.
- Career Pathways Grant Updates (NCSPC)
Randy Page gave an update on the Northern California Stream Pathway Consortium(NCSPC) Grant. A NCSPC Reception was held with great industry support, including aerospace partners. Randy shared that additional funding will soon be available for Career Technical Education (CTE). The CTE Incentive Grant would offer one-time matching funds to sustain or develop CTE programs. Randy Page shared the strategy of a freshman cohort for CTE that would include exposure to the Aerospace Pathway.
- Dinner with an Aviator Program
CORE Aerospace STEM Academy will be organizing a new event, Dinner with an Aviator. This event is inspired by the Dinner with a Scientist program. CORE will be seeking guests from the aerospace community and appreciates the support of NCAI. Dinner with an Aviator is a formal event giving students the opportunity to learn about aerospace careers, meet aerospace community mentors, and to be inspired.
