A. CALL TO ORDER–The meeting was called to order on Friday, February 3, 2017 at 0836 at Yuba County Airport, CA.

- APPROVAL OF October 21, 2016 REGULAR MEETING MINUTES:
Motion by Kevin Bonner to approve the December 2, 2016 Regular Meeting Minutes as presented, 2nd by David Lane.

BOARD MEMBER REPORTS: No reports
THE BOARD OF DIRECTORS WILL DISCUSS AND/OR TAKE ACTION ON THE FOLLOWING ITEMS:
- Election of Officers
Motion by Kevin Bonner to re-elect all officer positions (Les Sanders – President, Mary Hansen – Treasurer, Chris Mahurin – Secretary), 2nd by David Lane.
- Fundraising & Outreach
Les Sanders reported that Yuba/Sutter Rotary Club donated $1,000 to NCAI for the Teen Build-a-Plane program. Also, individual NCAI members donated funds to allow local students to fly in the historic Ford Tri-Motor at the Yuba County Airport in partnership with EAA. After covering the flights for students, $580 remained, and has been deposited in NCAI account. Suggestion was made to use remaining funds to sponsor a student when the B17 visits in partnership with EAA.
Discussion that Teen Build-a-Plane is still not fully funeded. Article regarding Alaska Airlines sponsoring students to build an RV-12 was shared. Alaska Airlines should be approached about our Teen Build (RV-12).
Dallan Reese met with Rikki Shaffer at the Yuba-Sutter Chamber of Commerce. A four-hour workshop will be hosted by the Chamber to further develop NCAI organization and fundraising strategies. Workshop is scheduled for Friday, February 17th from 9 a.m. to 1 p.m. at Yuba-Sutter Chamber of Commerce. Discussion that this time will also be used to improve NCAI website, literature, and social media presence. Discussion on a “Calendar of Events” needed on website and social media sites.
Senator Jim Neilsen is scheduled to visit Teen Build-a-Plane on Friday, February 17th.
Good Day Sacramento is scheduled to visit and broadcast live from Teen Build-a-Plane on Saturday, March 4th.
- NCAI Ribbon Cutting with Yuba-Sutter Chamber of Commerce
Dallan Reese met with Rikki Shaffer and staff to discuss ribbon cutting for NCAI. Discussion that Thursday, April 6th would be a good date, as it is also an opportunity to publicize the EAA B17 visit.
Motion by Chris Mahurin to schedule NCAI Ribbon Cutting for either April 4th or April 6th, and hosted at the Yuba-Sutter Chamber of Commerce (519 D St., Marysville), 2nd by Les Sanders.
Commercial UAV Pilot License (Part 107- Adult Ed. course)
CORE Aerospace STEM Academy is partnering with Tri-County ROP to offer a Commercial UAV Pilot- Adult Education course in the community. The class will be taught by Les Sanders and David McCreary in the school setting beginning in March, and also broadcasted live to other classrooms in the region.
Mike Davis reported that Embry-Riddle Aeronautical University will offer another free MOOC (Massive Online Open Course) to the community beginning Feb. 6th. The course will be an introduction to Unmanned Aerial Systems (UAS).
- Build an Airplane Program
David Lane reported that the class is going well and is benefiting from parent support. Security cameras are being installed by Sutter County Airport, and that will help protect the resources for the program. Blinds were purchased and installed for the classroom workshop for a total of $933.84. Sutter County Airport contributed $500.
Motion by Kevin Bonner for NCAI to pay the remaining cost of $433.84 for the blinds installed, 2nd by Chris Mahurin.
- EAA Chapter (KYMV)
Gill Wright reported that the Ford Tri-Motor was successful despite the poor weather. EAA is now interested in sending their B-17 to Yuba County on April 6-9th. Discussion on how to share this historical opportunity. Discussion that NCAI may pay for a flight on the B17 as a raffle item for the NCAI Ribbon Cutting.
Gill Wright shared that EAA is developing a Young Eagle’s Badge Program with similarities to the Boy Scout model. Discussion on how to encourage local schools and families to participate.
- Community, Career, College and K-12 Program updates
Gina Lujan, Founder and CEO for Hacker Lab, presented a summary of their work, which includes robotics and computer coding for many students, and special programs to benefit inner-city areas (ex. Code for the Hood Hackathon). Discussion on the benefits of giving students exposure to STEM activities (ex. programming robots), and how quickly it can change their interest and create a positive self-perception. Discussion about the benefits of Hacker Lab in the Yuba-Sutter region, the potential to work with local agriculture (ex. Farm to Fork), rural schools, and to further integrate UAS technology.
