CALL TO ORDER–The meeting was called to order on Friday, February 19 at 0830 at Yuba County Airport, CA.

ATTENDANCE–Individuals in attendance were as follows: Les Sanders, Tom Sherman, Rick Robinson, Joe Borzelleri, Larry Johnson, Jim Callaghan, Randy Rasmussen, Mike Voight, Gill Wright, Chuck Ferguson, Valaine Hoffmann, David Lane, David McCreary, Chris Mahurin, Mary Hansen, Susan M. Bowley, Mike Davis, Richard Pearl, Jack Armstrong

APPROVAL OF January 8, 2016 REGULAR MEETING MINUTES:

Motion by David Lane to approve the January 8, 2016 Regular Meeting Minutes as presented, 2nd by Les Sanders.

THE BOARD OF DIRECTORS WILL DISCUSS AND/OR TAKE ACTION ON THE FOLLOWING ITEMS:

  1. Non-Profit Registration & Bank Account:

Discussion:  Mary Hansen shared that the 501c3 status has been approved at both the Federal and State.  Additional discussion regarding the need to establish a bank account, and what associated policies to implement.  It was suggested that a two-signature system be required for any transaction above a given amount.  Discussion about what bank would best serve the needs of NCAI.   Mary Hansen will bring a recommendation of a bank to the next NCAI meeting.

  1. NCAI Business Plan

Discussion:  Draft of the NCAI Business Plan shared for feedback. Suggested that individuals reach out to the community (local and beyond) for funding requests.  Letter of support will be needed to initiate requests.   Suggested to add a “fund-me” component to NCAI website.

  1. Build an Airplane Program for Students

David Lane discussed “Phase 0” for the Build an Airplane Program.   Phase 0 class will cover project introduction, safety training and basic skills.  The class will be required for any student wishing to apply for the Build an Airplane Program.  Class will be held Saturday, April 16th at Sutter County Airport.  Gill Wright shared that EAA chapter has at least four mentors interested, and the chapter is interested in helping financially.  Susan Bowley suggested her college engineering students would be interested in serving a mentor roll. He will host a training of the mentors meeting prior.  Discussed a photo ID badge system used for students and mentors to define training and role in the project.  Toolboxes will be built by students at the Phase 0 class as part of the material and tool training.

  1. Pilot Training Pathway & Scholarship Program

No additional updates.

  1. College, Career, and K-12 Program updates
  • Chris Mahurin shared that CORE charter high school aerospace courses will be offered to all students in the region through Tri-County ROP beginning Fall 2016.
  • Mary Hansen shared about California Aviation Day @ State Capitol on Wednesday, April 20th. Senator Jean Fuller has formed the California Aviation Caucus and is supporting the event.
  1. Hacker Lab (presentation)

Churck Ferguson gave a presentation about the Hacker Lab.  Hacker Lab creates spaces for the community to learn and share high-tech resources.  Discussion on how a local hacker lab (Yuba/Sutter) could benefit the NCAI by sharing 3D printers, aircraft restoration, UAS development, etc.

  1. Truckee Tahoe Soaring Association (presentation)

Richard Pearl and Jack Armstrong gave a presentation on the Truckee Tahoe Soaring Association.
